Keeping shut about packaging for specific vendors makes a lot of sense as they could easily be profiled, but keeping a lid on for everything would be the equivalent of all customs agencies in the whole world being separate agencies and having no co-operation at all between them which is not the case currently. The strength of government institutions like a customs agency is their ability to keep information suppressed or classified, I don't see the reason why we should operate in the same way without having any of the benefits they have as an institution.
